You must get the go on the information given on the form for the job you are applying for at the time it is being advertised. Conditions may change from time to time and County to County so please use the froms below as as guide only.

Dublin Fire Brigade
Qualification

1 Character
Candidates shall be of good character.
Each candidate must ensure that the attached form of authorisation to be signed by prospective employees (Form D) is returned completed with the application form.

2 Age
Candidates shall be at least 18 years of age on the latest date for the receipt of completed applications. Retirement age for firefighters is 55.

3 Health
Candidates shall be in a state of health as determined by the Corporations Medical advisor such as would indicate a reasonable prospect of ability to render regular and efficient service.

3.1
Physical capacity – have attained the level of fitness required to undertake all fire service duties.
Strength – be assessed by undertaking test of handgrip and leg/back pull strength on a load cell dynamometer. Candidates should have handgrip strength of:
Dominant hand – 35kg or above;
Subordinate hand – 33kg or above;
And leg/back pull strength of 177kg or above;

Vision – have uncorrected visual acuity of 6/9, 6/12 or better in both eyes;

Colour perception
Hearing – to the satisfaction of the corporations Medical Advisor.

4 Education:
Each candidate must have obtained at least Grade D (or a pass) in five subjects including Mathematics and English from the approved list of subject in the Department of Educations intermediate, junior or Group Certificate Examination or in an examination of at least equivalent standard.

Successful candidates will be required to hold a current full unendorsed Driving Licence Category B (car) prior to commencement of training.
Candidates who do not meet any of the requirements specified above may be required to forfeit their place on the panel.

Particulars of employment
1 Remuneration (This section has changed)
Wage scale commencing at 253.05 per week and rising by annual increments to £445 approx. per week.

At 12 years and 20 years there are further increments.

2 Duties 
Successful candidates shall perform under the control and direction of the Chief fire Officer and/ or other appropriate supervisory officers of the Brigade, such firefighting / ambulance (including all aspects of driving) and fire prevention duties and station routine as may be assigned from time to time and may be required to serve in any station from time to time as directed.

3 Service
While employed in the fire service successful candidates will be required to serve in any area of the County Borough or County of Dublin or in the area of any other local authority with which the Corporation has entered into agreement.

4 Tenure
Successful candidates will be required to undergo an appropriate period of training following, which a probationary period of (12) months will apply. On satisfactory completion of this probationary period, candidates will become pensionable on compliance with the relevant statutory provisions.
In view of the nature of the duties of Firefighter and in order to ensure a continued level of fitness, successful applicants, at any time after employment shall if instructed to do so by the Chief Fire officer report to the Corporations Medical Advisor for examination.

5 Discipline
Successful candidates will, before employment, be required to subscribe in writing to the conditions of the Dublin Fire Brigade Disciplinary Code.

6 Training
Successful candidates will be required during employment, to satisfactorily complete appropriate training courses, as directed from time to time.

7 Retirement age
Persons employed will be required to retire on reaching the age of 55 years.

8 Outside Employment
Employees recruited to the fire service shall not engage in an gainful occupation which would impair the performance of their duties as a firefighter or in any occupation which might conflict with the interests of their duties as a firefighter or in any occupation which might conflict with the interest of Dublin Corporation as afire authority or which might be inconsistent with the discharge of their duties as a firefighter.

9 The Local Authority shall require persons to whom employment is offered to take up such employment within a period of not more than one month and if he / she fails to take up the employment within such a period or such longer period as the Local Authority in its absolute discretion may determine, the Local Authority shall not employ him/her.

Selection Procedure:
Candidates will be required to attend for such tests or series of tests as may be required by the Corporation and attend for interview/ interviews by an Interview Board / Boards.
The Corporation will not be responsible for any expenses incurred by candidates in attending for any test or interview in connection with this competition.
In the selection of candidates, additional consideration may be given to those who have any of the following:
(a) A higher educational qualification than prescribed on Page 2 under Education: e.g. Leaving Certificate;
(b) Service in the Defence Forces, FCA or Civil Defence Organisation;
(c) Relevant work experience.

The selected candidates will be required to satisfy Dublin Corporation that they possess the prescribed qualifications, which will include the submission of character references from the Garda Siochana (police) an in relation to the health qualification will be required to undergo a medical examination and other appropriate tests.
 

Pension Scheme:
Persons who become registered employees of a local authority who are liable to pay the Class A rate of PRSI (pay related social insurance) contribution will be required in respect of their superannuation to contribute to the local authority at a rate of 1.5% of their pensionable renumeration plus 3.5
% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children).

Persons who become registered employees of a local authority who are liable to pay the Class A rate of PRSI (pay related social insurance) contribution will be required in respect of their superannuation to contribute to the local authority at a rate of 5% of their pensionable remuneration.

All persons who become employees of a local authority will be required in respect of the Local Government Spouses and Children’s Contributory Pension Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme.

Note:
The onus in on the candidate to ensure that the application form is completed correctly. Incomplete or incorrect application forms will not be processed.

Applicants who are found to be ineligible at any stage of the competition will not be considered further. Provision of inaccurate, untrue or misleading information will lead to disqualification from the competition, withdrawal of employment or dismissal.

The final decision in any dispute in relation to initial eligibility or continued eligibility at any stage of the competition will be determined by Dublin Corporation.

Any claim in relation to receipt of late application forms will not be entertained unless such claim is supported by a certificate of evidence of postage from the appropriate postal authority.

The completed application form should reach the Human resources Department, Block 4 Civic Offices, Wood Quay not later than (in this case it was Friday 16th June 2000.

Do not submit cv’s as a part of this application.

PARTICULARS OF SERVICE - RETAINED FIREFIGHTER 
1. The County Fire Service is organised on a part-time basis. 

2. Membership of the Fire Service is voluntary and a fire-fighter may resign at any time if he or she wishes. 

3. The appropriate retaining fee and the hourly rate for attendance at fires and drill sessions will be paid according to the Approved National scale as set out on APPENDIX A attached. 

The retaining fee and drill fees are paid quarterly or more frequently and payment for fires may be made on a fortnightly basis if justified by the amount involved. 

A clothing allowance is paid provided the fire-fighter attends 50% of calls and an attendance at 75% of drills is necessary to qualify for a retaining fee. 

4. A gratuity is paid on retirement, subject to certain conditions. 

5. It is a requirement of a fire-fighter's appointment that he/she qualify as a Breathing Apparatus Wearer. If you do not qualify, or if for any reason, you are removed from the list of qualified Breathing Apparatus Wearers, they will be discharged from the service. 

CONDITIONS OF SERVICE 
1. Fire fighters are required to: 

(1) be of good Character, 
(2) be physically and medically fit, 
(3) possess intelligence, courage and initiative. 
Before being accepted fire-fighters will be required to pass medical and physical examinations which may include cardiovascular assessment tests. You will also be required to pass such examinations at yearly intervals. 

Candidates must not be more than 6ft. 4ins. (1.93m) in height and males must be clean-shaven. A short moustache is allowed. 

2. Fire fighters must be not less than 1 8 years or more than 3 5 on recruitment and must retire on reaching the age of 55. 

3. Fire-fighters will attend all fire calls if required to do so. Fire fighters will be rostered for duty in accordance With the station procedures. During your rostered duty week you will attend all fire calls. The obligation is on you to ensure that you receive all fire calls during the rostered week. If a fire-fighter is unable to attend, a substitute must be provide and the Station Officer's approval received. Substitution will only be allowed once per week unless in exceptional circumstances as agreed with under the Disciplinary Code. 

During the non-rostered week fire-fighters will be expected to turn out for duty if required to do so.

Fire-fighters will be required to carry a Fire Service Alerter at all times and to ensure this Alerter is fully operational. 

4. Fire-fighters are obliged to; 

(a) To attend and successfully complete a Basic Recruit Course and a Breathing Apparatus Course during your initial year or be dismissed from the Service. 

(b) Attend weekly training session in their stations and such other training or courses as may be required by the Chief Fire Officer. 

5. If you are in employment, you will inform your employer that you are applying for this post and have a letter from him certifying that you will be released to attend fires during normal working hours. 

6. Fire-fighters will reside and work within one mile of the Fire Station. If at any time change of work or place of residence affects your availability you will be required to resign. 

7. Fire-fighters will accept and abide by the Brigade Standing Orders at present in force and any Standing Orders made in the future by the Chief Fire Officer. 

8. In the event of a grievance fire-fighters will go through the grievance procedure set out in Appendix B. In the event of breach of discipline by fire fighters, the Brigade Disciplinary Code as set out in Appendix C will be used. 

9. The appointment is probationary for the first twelve months. 

10. Applicants will be required to attend for interview at their own expense. The interview board will recommend a panel of suitable applicants and further vacancies that occur, within a one year period will be filled from this panel. 

11. Candidates will also be required to undergo practical tests, to ensure that their ability to perform their duties as a fire-fighter, is not affected by a fear of heights, confined spaces or a lack of physical strength.
